Virginians for Better Transportation believes that the solution to Virginia's transportation funding crisis must, at a minimum, meet the following criteria. We urge legislators to consider these criteria as they work to solve Virginia's transportation problems during the 2007 General Assembly session.

Is the plan a long-term funding solution? |

Is the plan sustainable in that it offers dedicated and reliable funding? (Budget surpluses, bonds and public-private partnerships are not long-term and sustainable; they are a part of the solution, but not the answer.) |

Does the plan provide new money for transportation? (The funding should not be taken from other core services such as health care, education or public safety.) |

Does the plan provide adequate funding to meet the state's transportation needs?(According to VTRANS 2025, Virginia needs approximately $1 billion more each year just to maintain, not improve, the current systems.) |

Does the plan provide funding for multimodal solutions? |

 |
Is the plan a comprehensive statewide solution? (The plan should not neglect any mode or region of the Commonwealth.) |
